Could a ignition coil in a 1983 VW Rabbit cause the fuel pump to not engage?

I recognize the fuel pump is good and the fuel pump relay is good also. It also doesn't attend to arrange for a spark but once in a great while after messing with the ignition same goes for the fuel puff out, it wont activate unless you mess with the ignition. So any servants
