I trying to use the burn/dodge tools in photoshop but it isn't doing anything. How do I fix it?

I don't even have knowledge of what I am doing wrong...nothing is showing up! It just stays the same....but under the "Compress" section after I try, it will say "Undo Burn Way" but it never did anything to begin with!
It's doing something. The overcook/dodge tools aren't meant to do something overly dramatic. Those tools are there so you can slightly darken/cheer up very small areas using a brush.
If you want a more noteworthy effect you'll have to change the strength of the
