Why does my A/C refrigerant gauge fluctuate from 20 to 45 PSI?

On my Volvo 850 the A/C gage fluctuates from 20 to 45 PSI.
There is also a clicking sound that coincides with the arise and fall of pressure.
If I release all the freon, and then recharge, the gage reads full in no time. It seems like it should
When the grasp on the compressor is running, your gauge should read about 20.
